Organizing Around Communities

During the Wiki version of Think New Orleans, people were adding shelters to the directory. I was removing them. I was told that people need to find each other, and people are in these shelters. I told them that no one knows what shelter a person may have gone to, but they know where that person came from. They came from a community, and they should check in with their community.
Most importantly, people finder efforts were many. Think New Orleans is not supposed to be a people finder, or a clearing house for FEMA announcements. It is supposed to be a source for information that came from within a particular community.
If your neighborhood were scattered to the four corners, would you seek your neighbors by combing through lists posted a Air Force bases? Or would you seek a community rallying point?
